Safeguarding System Design & Review

For organisations building or reviewing their safeguarding architecture; whether starting from baseline, operating in a new context, or responding to regulatory requirements from governing bodies, donors, or host governments.

All work under this theme begins with an analysis of your organisational context, governance structure, risk profile, and cultural landscape. We do not apply generic frameworks. We co-design and co-create systems that are robust, operationally realistic, and meaningful to the people they are meant to protect.

1.1  Baseline Assessment & System Review

A structured diagnostic of your current safeguarding framework across policy, procedures, reporting pathways, governance, organisational culture, and operational implementation. We assess against international standards including the UN Guiding Principles on Business and Human Rights, International Safeguards for Children in Sport, and/or the Core Humanitarian Standard on Quality and Accountability.

The assessment produces a clear picture of where your system is effective, where it is vulnerable, and what the realistic risk profile of those gaps is. Findings identify specific structural risks and an actionable plan to address them, prioritised by severity and feasibility.

What this service includes:

  • Desk-based review of existing policies, procedures, and governance materials
  • Stakeholders’ engagement & consultations
  • Assessment against relevant international standards
  • Written report: findings, risk ratings, and prioritised action plan
  • Debrief presentation to senior leadership or board

1.2 Safeguarding Framework Development & Review

Design and development of a complete safeguarding framework tailored to your organisational context, governance model, and risk environment. This includes the full suite of policies and procedures (prevention, reporting, response, case management, safe recruitment, code of conduct, disciplinary process, and complaints mechanism, etc.) developed in active collaboration with your staff and stakeholders to ensure both quality and ownership.

Where relevant, we design parallel frameworks for different operational contexts: event safeguarding, community programmes, staff and volunteer management, and digital environments. All frameworks are integrated within your organisational governance and tested for operational realism before finalisation.

What this service includes:

  • Full policy and procedure suite, scoped to your context
  • Active stakeholders’ consultation and co-design process
  • Governance integration and accountability mapping
  • Operational testing and feasibility review
  • Implementation support and staff orientation

1.3 Safeguarding Culture Review

This service examines the organisational climate within which your safeguarding framework operates; including leadership attitudes, the practical experience of staff, volunteers, and beneficiaries when raising concerns, the confidence and accessibility of reporting mechanisms, and whether the stated values of the organisation are reflected in day-to-day practice.

The review uses structured interviews, focus groups, surveys, and open discussions. It is conducted with full independence and produces findings that leadership can genuinely act on; including where the most significant cultural risks sit and what systemic change is needed.

What this service includes:

  • Independent structured interviews with leadership, staff and volunteers at all levels
  • Beneficiary or community consultation, where appropriate and safe
  • Survey design and analysis
  • Culture risk mapping
  • Written report with systemic change recommendations

1.4 Safeguarding Strategy Development

Drawing on MBA methodologies, this service integrates a rigorous internal diagnostic with a structured external landscape analysis; recognising that safeguarding performance is shaped by interconnected socio-cultural, legal, regulatory, and operational dynamics. The final output is a high-integrity safeguarding strategy, underpinned by a detailed implementation architecture that includes a theory of change, results framework (KPIs and OKRs), governance model, and phased delivery roadmap.

This enables organisations to translate strategic intent into execution with clarity, accountability, and measurable, system-level impact.

What this service includes:

  • Internal diagnostic and stakeholders consultation
  • External landscape and regulatory analysis
  • Independent structured interview with leaderships, staff and volunteers at all levels
  • Survey design and analysis
  • Culture mapping
  • Theory of change and results framework
  • Governance model and accountability structure
  • Phased implementation roadmap
  • Board-ready strategy document
